Paid Blood Donation and Organ Harvesting

Participants were advised to consult the appropriate authorities before engaging in blood donation or any form of organ harvesting and donation of blood is of free will.

Availability of Laws and Policies in Digital Form (English & Yoruba)

Participants were introduced to the CitizenGate Platform, where state laws and policies of MDAs will be made available. Residents can also use the platform to share feedback, contribute ideas, and report abandoned projects. Communities were encouraged to use local platforms such as notice boards and community newspapers for wider dissemination of government policies.

Modality for Financial Assistance

Residents seeking financial assistance are required to submit a written application to the Office of Political, Legislative and Civic Engagement (OPL & CE). The application should be accompanied by one passport photograph, a photocopy of LASRRA card, and a photocopy of the National Identification Card. Applications may be addressed to either the Special Adviser on Political, Legislative and Civic Engagement or the Office of the Permanent Secretary.

Transformer Substation at Odofin

All matters relating to electricity supply, including transformer substations, are handled by the Lagos State Electricity Board through the Ministry of Energy and Mineral Resources.

Grading of Road at Igbogbo–Bayeku LCDA

The Permanent Secretary explained that arrangements are being made to procure sand for grading the untarred road to ease movement within the Igbogbo–Bayeku community. He added that the Ministry of Works would be consulted to further address the issue.

Non-Functional Police Station at Bayeku

It was noted that the Bayeku Police Station has been non-operational for over three years. The concern will be escalated to the Commander of the Lagos State Rapid Response Squad (RRS).

Consumer Protection and Multiple Sale of Land

It was clarified that the Consumer Protection Law covers cases where land is sold to more than one buyer, provided the first buyer has proper documentation and presents credible evidence through the appropriate channels.

Activities of Scavengers and Area Boys

Concerns were raised about scavengers and area boys extorting market women and damaging private and government property. The representative of the State Law Reform Commission stated that a law addressing these issues would soon be introduced.

Erosion and Flooding in the Community

  • The issue was noted and will be forwarded to the Ministry of the Environment and Water Resources for necessary intervention.

The participant was advised to meet with the Permanent Secretary after the session, noting that NIN issues are federal matters.

Concerns regarding ILERA-EKO usage.

The participant was directed to meet with ILERA-EKO representatives present at the event.

Unemployment and job opportunities in Lagos State.

Government is creating an enabling environment for job creation through partnerships with manufacturers via the Ministry of Commerce and Industry.

Concerns about demolition by LASBCA.

Affected tenants were advised to provide the address and approach the Lagos State Real Estate Regulatory Authority and the Lagos State Consumer Protection Agency.

Request for government intervention for mentally challenged persons on the streets.

The participant was directed to the Ministry of Women Affairs and Poverty Alleviation for vocational training and support programmes.

Concerns about IKEDC and inadequate electricity supply.

Communities were advised to approach the Lagos State Consumer Protection Agency through their CDC Chairman and also engage the Lagos State Electrification Agency.

A widow requested financial assistance due to unemployment.

The participant was directed to the Ministry of Women Affairs and Poverty Alleviation for vocational training and support programmes.

A participant at Yaba Local Government raised concerns about LAWMA.

The Permanent Secretary informed participants that Olusosun and other Lagos State dump sites are undergoing renovation. Residents were advised to liaise with their PSP operators and report any delay in refuse evacuation.

How does the Office disseminate information at the grassroots level?

Information is disseminated through the CitizensGate 2.0 platform. Residents were encouraged to visit the platform regularly. Local Governments were advised to adopt similar platforms, and town hall meetings will soon commence.

Tenant and landlord disputes

Residents were advised to contact the Citizens’ Mediation Bureau (CMB), LASRRA, and the Lagos State Consumer Protection Agency for intervention.

A participants asked whether a matter that is in court, can it still be taken or referred to Mediation

The representative from Citizens’ Mediation Bureau responded that such matters can still be taken to mediation for amicable dispute resolution, provided the parties are willing.

A youth representative raised concerns about the Isolo Youth Centre, nothing that the centre and the facility is in need of upgrading

The Permanent Secretary explained that the youths should engage and relay this directly with the Chairman of Isolo Local Council development Area. She noted that Local Governments now have their financial Autonomy and as such, the responsibility of upgrading the Youth Centre rests with them.

Issues relating to voters’ cards and NIN registration.

The Permanent Secretary noted that these matters fall under federal jurisdiction but assured participants that the concerns would be communicated appropriately.

Request for a bridge at Jakande Estate.

The Permanent Secretary stated that the request would be forwarded to the Ministry of Works for consideration.

Security and migration concerns.

The Permanent Secretary highlighted the importance of LASRRA registration for planning and security purposes. She condemned jungle justice and stressed the role of mediation agencies in resolving disputes peacefully.

Issues relating to scavengers.

The Permanent Secretary emphasized that community‑based solutions are most effective. She reiterated that employment opportunities had been offered but declined and encouraged stakeholders to propose practical solutions.

Community projects and environmental issues.

The Permanent Secretary stated that communities have ownership responsibilities over projects in their areas. Residents were encouraged to report blocked drains, drainage encroachments, and environmental issues through CitizensGate for appropriate action

Issues relating to Ikeja Disco and Eko Disco electricity supply.

The Permanent Secretary explained that electricity has moved to the concurrent legislative list, allowing Lagos State to regulate electricity matters. She advised residents to escalate billing and service issues to LASCOPA and noted that monthly engagement meetings are held with the distribution companies.

Employment opportunities.

The Permanent Secretary stated that the Ministry of Wealth Creation offered employment opportunities to community youths; however, the offers were declined due to dissatisfaction with the proposed wages.

Complaints that Isolo LCDA has not benefited from financial assistance.

The Permanent Secretary explained that beneficiaries are selected through the Social Register for Vulnerable Persons. She emphasized that LASRRA registration is mandatory and that financial assistance is not automatic or repeatable. She outlined the application process and confirmed that residents of Isolo LCDA have benefited from the programme.

Questions on tenancy agreements, agent commissions, and regulation of agents.

The representative of the Citizens’ Mediation Bureau explained that agents will be registered under the new tenancy law to prevent exploitation. She added that the current tenancy bill before the State House of Assembly has addressed these concerns.

Why does the Lagos State Building Control Agency (LASBCA) demolish houses?

The Permanent Secretary explained that the Governor has released an official statement outlining the reasons for building demolitions in certain parts of Lagos State. She stated that demolitions are only carried out where buildings pose serious risks to human lives, such as structurally unsafe buildings or those located under high‑tension power lines. Each case is subjected to proper investigation and due process before any action is taken.

Concern raised by the Owner of Immaculate Initiative for Peace NGO on alleged exploitation and demolition of properties by LASBCA.

The Permanent Secretary clarified that demolitions are not arbitrary and that the Lagos State Government does not target private property unlawfully. She referenced recent demolitions in Alaba, explaining that investigations revealed the affected structures were under high‑tension power lines and were handled by the Federal Housing Authority. She further stated that residents have access to platforms such as CitizensGate, Project Monitoring Reports (PMR), and official Lagos State websites to lodge complaints without visiting Alausa.

Delay in refuse collection by LAWMA in Isolo LCDA.

The Permanent Secretary stated that LAWMA is currently upgrading facilities at Olusosun and Solous landfills, which temporarily disrupted waste evacuation. Residents were advised to report unresolved issues through LAWMA’s designated channels. She announced plans to establish a Waste Management Task Force involving PSP operators, CDAs, CDCs, EHOs, and environmental supervisors.

The Permanent Secretary advised residents to contact the Lagos State Citizens’ Mediation Bureau (CMB), Lagos State Real Estate Regulatory Authority (LASRERA), and Lagos State Consumer Protection Agency (LASCOPA) for dispute resolution.
