  • This is the most dominant complaint across LGAs. Motorcyclists, traders, and artisans pay several levies at different points. Okada riders reported paying at each LG boundary despite already obtaining State licenses. Traders described extortion and harassment under the guise of Local Government revenue collection.

​

  • Traders and market women reported intimidation by unauthorized collectors claiming to represent LGs or market executives. Inconsistent fees and verbal abuse were common.

​​

​

  • Use of touts and unauthorized middlemen to collect fees and levies for LGs, leading to loss of trust and revenue leakages.

​

  • Residents repeatedly said they “don’t know who to hold accountable.” Overlapping functions cause duplication, confusion, and mistrust.

​​

  • Poor road maintenance and blocked drainages causing flooding and reduced accessibility.

​​

​

  • Residents observed irregular waste pickups and illegal dumping. Confusion persists over whether LAWMA or LG is responsible.

​

  • Petty crimes, youth gang activity, night-time insecurity, lack of streetlights.

  • Residents linked joblessness to rise in street touting and petty crimes.

  • Harmonise State and LG revenue schedules. - Implement a unified digital ticketing system recognized across all LGAs. - Create monitoring taskforces for enforcement and citizen protection. - Public awareness on residents’ rights and reporting channels for fake agents.

  • Introduce official ID tags for legitimate revenue agents. - Establish market complaint desks managed by LGs. - Switch to e-ticketing / POS payments to eliminate cash-handling corruption. - Regular town hall sessions with market associations.
